The People Behind Local 539
The Portsmouth Professional Fire Fighters & Paramedics Association, IAFF Local 539, represents active and retired members of the Portsmouth Fire Department. We are affiliated with the International Association of Fire Fighters and the Virginia Professional Fire Fighters.
Our work brings members together around a shared purpose: supporting the people who protect Portsmouth. We advocate for fair working conditions, training, and the resources firefighters and paramedics need to serve safely and effectively. We value the experience of our retirees and the dedication of those serving today.

A City Shaped by the Waterfront
Portsmouth was established in 1752 by an act of the Virginia General Assembly. Founder Colonel William Crawford named the town for Portsmouth, England. In 1767, Andrew Sprowle established the adjoining Gosport Shipyard, helping shape the maritime identity that remains central to our community.
Portsmouth became an independent city in 1858. Its waterfront, shipbuilding heritage, historic neighborhoods, and working families form the setting for the public service our members provide today.
Portsmouth Fire and Rescue Today
Portsmouth Fire, Rescue, and Emergency Services serves the city through fire suppression, emergency medical response, rescue operations, and public safety education. The department’s current station network includes Stations 1, 3, 4, 7, 9, 10, 11, and 12.
Behind those services are firefighters, paramedics, and EMTs committed to their neighbors. Local 539 supports its members and advocates for the conditions and resources that help them carry out that responsibility.
